DHCP error 7023 and 1004, access denied

Installed windows updates recently and now DHCP shuts down with errors 7023 and 1004.  Is this a known issue?  How to resolve it?  Some clients can access internet and resources, some cannot.

Your DHCP database is probably corrupted that why you have 1004 error and you cannot access it, that's why you have 7023 error

Follow this MS article to solve it

just in case, enable IP conflict detection attempt to 2-3 before you will proceed

The article is for server 2008, does it apply to 2003 as well?

Yes it is but in 2003 path to the new and empty database is a little bit different :)
It is %SystemRoot%\system32\dhcp\backup\new\dhcp.mdb
