ASP.net using image as screen background for website

Hi. I am trying to use an image as the large background area around my ASP.net site
I inserted the line "background-image" in the Site.css file as shown below but the image doesn't show

I'm not sure if the ~/... notation is supported in css, also some syntax problems, this does work:
background-image: url('/Resources/t.jpg');
