According to the Cisco feature navigator tool at  http://tools.cisco.com/ITDIT/CFN/jsp/index.jsp

The   s72033-psv-mz.122-17a.SX1.bin  with just IP feature set  does not have the HSRP feature shown, at least as an officially present feature.     The next version SX2 does have HSRP listed.

No way is it good to be running that version  "12.2(17a)SX1, EARLY DEPLOYMENT RELEASE SOFTWARE (fc1)"
Early release software from 2003 today.

It would generally be recommended to get to the latest stable release, and at least have SSH support for secure remote management functionality.
