Cannot Move Exchange 2010 Arbitration Mailbox

I have created a new database and moved all of our mailboxes to the new database (MXDB-01) but I couldn't remove the old database (Database 1).  After some research I found that the original database had two mailboxes (system mailbox and federated email) that need to be moved to the new database.  This is where I have trouble.

I cannot mount Database 1 and cannot move the arbitration mailboxes to the new database.  Any help is appreciated.

Its not necessary you can always remove them as well.

Get-mailbox -arbitration (get the list)

Get-mailbox -arbitration | Remove-Mailbox

The first error says Mailbox database is Offline ... please mount the database and then try to move the mailbox .... if the DB is dismounted Move can never work.

Make sure both the Source and Target MailboxDatabase are mounted

Get-Mailbox -Arbitration -Database "Database 1" | New-MoveRequest -TargetDatabase "MXDB-01"
