Need Citrix Web Interface Help

I have a Windows Server 2008 R2 box that has the following installed on it,
- RDS Host Configuration
- RDS License Manager
- XenApp Web Interface
- XenApp License Server
- Citrix Delivery Services Console
I also have two Windows 2008 R2 Servers that are hosting the applications for the users to connect to.

Recently I had to reload the RDS Cals and which show up on every server as being installed correctly with no errors but now when any user tries to login into the Xenapp web site, they can log in and see the applications but when you click on any one of them nothing happens.  Sometimes you get an error that says "there was an error accessing the requested resource but nothing in the event log.  Occasionally I will see the following error.

Site path: C:\inetpub\wwwroot\Citrix\XenApp.

The Citrix servers reported that they are too busy to provide access to the selected resource. This message was reported from the XML Service at address http://servername:8080 [com.citrix.xml.NFuseProtocol.RequestAddress].  [Unique Log ID: eecf154b]

Any help would be greatly appreciated.
