Bandwidth Manager by Subnets - Recommendations


I need to look at some recommendations on how to limit my bandwidth for different sectors.  I have 3 floors, all on different networks, sharing a 10 Mbps pipe.

What software or hardware do you recommend to assign 3.3 Mbps to each floor, and if needed, remove some bandwidth from 1 floor and add it to another floor.

We could use an open source solution or Cisco or any other brand.

Fortinet Firewalls have a nice set of features, allowing very granular assignment of shared and/or specific bandwidths, which you assign down to a per-port level rule ... well beyond to the possibilities you will find in most other products ... as a bonus, you can get content, web and spam filtering, full IDS and firewall, and lots more ...
For a 10meg link, something like a Fortigate 40C should be sufficient to cover all you requirements ... rather affordable too ...
