Remove access to configure a forward in Exchange Console

I have to remove someone's access to configure redirection/forwarding in exchange console in:  Exchange Console -> user - > mail flow settings -> delivery options -> forwarding address -> forward to.

How can I do this?

Do you want to restrict someone from doing recipient administration ?

Yes, I want to restrict access to the helpdesk team, which already has some administrative access.

The parameters controlling these settings are located under "Mail Recipients" role as a Parameter under "Set-Mailbox" Role Entry.
