    Accepted Solution

The only thing the User Guide says about scanning to PDF is on page 101:
    Scan settings
    Scan file format

The default file format of a scanned document or photo depends on the scan type as well as the object being scanned.
Scanning a document or a photo to a computer results in the file being saved as a .TIF file.
Scanning a document to e-mail results in the file being saved as a .PDF file.
Scanning a photo to e-mail results in the file being saved as a .JPEG file.
NOTE: Different file types can be selected when using the scan software program.

    Assisted Solution

If you are not scanning to email or using the scanning software (as per paulsauve's comment), the easiest way to convert to PDF is with IrfanView. Open the TIFF or JPEG with Irfanview and Save to PDF. Irfanview will remember the setting, so next time it will default to saving as PDF.

BullZip PDF Printer (free) will also print ANY file to PDF, not just image files...

I use since long time a good free software to make pdf files as freePDF. Works on XP to Win7:

    Or try next one:

...just in case you are not able to set-up your scanner with original software suggested above.

The benefit of Irfanview over other PDF converters is that it "understands" images.
