How to open attachments from Google chrome without downloading it first?

What do mean by attachments?  There are no attachments on a web page.  Are you referring to email?  In any case, it is not likely that you are going to open anything that is in the form of a file without downloading it.  To do that you would have to be able to apply direct control to the host of the file, and even if you could open it remotely, you would still not be able to view it or use it because you have to download to to that.
