Default font appears to be Calibri

Options  ---> Mail ---> Compose Tab

Change font to Arial (for example)

Result:  Compose HTML message the font is Arial.
             Compose plain text message the font is Calibri

How do you change the plain text font?

Plain text doesn't carry any font information, it just displays in the font your OS is set at. This is usually set by the display theme you are using in windows 7 (right click the desktop, select "personalize", and there you can change your theme and also change settings within the theme.).
