Mobile Development Baby Steps

Hello friends -

The overlords have spoken.  We are to begin offering mobile applications soon.  Technically, the people on the team have been doing web stuff for long enough, java for long enough, integrations, and basic business consulting for a good length of time.

Our primary development environment has been java//JE22/Eclipse to this point.

My basic understanding is that android development will be a relatively simple jump for us, but that IOS development will be a significant departure.  We are starting to learn how to break things in the IOS world, but what I haven't got a good idea on is the processes/rules/tools available to me to (hopefully) provide a codeset commonality across devices.

That is to ask, do I have any options besides:

1) Define the application goals.
2) Write the application for IOS.
3) Write the application for Android.
4) Repeat development cycle against two distinct code bases.

Any insight for the noob would be greatly appreciated.
