Exchange 2003 Delivery Status Notification Delay

I have a client running a server:

  Server 2003, fully patched
  Exchange Server 2003, fully patched

No other services or roles on this server.

Static IP, no RBL listings (verified via DNSStuff.com and MXToolbox.com), proper rDNS and PTR records (verified via DNSStuff.com).

There have been no changes to the server, ISP, IP, etc. and over the past week a lot of the users are receiving Exchange Delivery Status Notification, message has been delayed.

Any ideas?

Is this happening for a certain domain ?
Did you try to track the message and see if its actually leaving your Organization or not ?
Any AntiVirus on the server ?
Does Exchange route emails to external or is there some firewall or gateway server ?

Please provide us a copy of one OR remove details of your environment and paste the rest of the NDR.

Gateway was blocking all e-mail.
