lets check the basics,

1, Are the services running
2, Are to stores mounted
3, telnet from server 127.0.0.1 25  then 110, and 143 if all are ok the exchange is running
4, telnet the public ip on ports 25, 110 & 143 if all are ok then firewall is ok

now we need to check settings

ensure that there are no send / recived limitations
