Which card should I get for 8 POTS lines which will be plugged into an asterisk server?  My phones are Cisco 808.  I need a cheap card, but I need for it to be fully compatible with Asterisk.

If you have clean power and not too long wires you should be good, read below.

Is it something I can test with a simple single phone call or does it require the server to be used in a production environment?

If you have no issues on a single call you should be good.Make sure you test all your lines.

I don't think the OPenVox has built in echo support.  An yes you have no control over the PSTN and how the lines are routed into your facility . So I would recommend the Sangoma B600 with the Echo canceling option for your project.

the one with echo cancelling is a bit more expensive.
I would check to see if you need it first.
