VLAN(DHCP) not allowing video/flash

I hope some light can be shed...I have a Citrix environment and only the DHCP VLAN is having the issue.  I have a Fortigate Firewall that takes me out to our Company UTN which takes me to the internet

I am able to reach certain sites with VLAN5 which is my DHCP, however even if I try from the host machine or static IP I still cant reach those sites, now when I try using VLAN6 or VLAN8 I have no problem reaching the sites with the same host machine...sooo needless to say I had kinda ruled out Citrix because there was one site that did load with flash on it...

This affects all my 47 remote sites as well, they can reach from host machine but not from the DCHP VLAN which is my Citrix VLAN...........

when I type in the name in the web browser it acts as if its trying to load and then it hangs, even if I type in the ip address it resolves the name but doesn't load page or if the page does load there is no video/flashmedia only a JPEG

I was thinking it was the FW, and needed second opinion,.  Unfortunately I don't have access to the FW and networking/telecom gets blamed for everything......

It was a application control service of the UTM feature on the fortinet analyzer it was blocking connections for http.flash and silverlight.  Only certain IPs that were being affected in the ACL
