DHCP server not handing out IPs

I am running windows server 2003 R2, and as of 15 minutes ago, I have computers that are not getting IP addresses from my DHCP server.  The IP addresses they get is: 169.254.228.x

How do I fix this?  I have plenty of IP address, about 50%.  I tried ipconfig /release and renew, but nothing, same thing happens.

Verify that the DHCP is authorized.  If it is, restart the DHCP Server Service.
Are there any networking issues?  Have you tried rebooting the server?  Are there any errors in the server's event log?
Sometimes this can happen if you get a rogue DHCP server elsewhere on the network (E.g. a rogue or misconfigured router). Check that the DHCP service is running on the server.

The event log will show the DHCP service stopping or disabling itself because it detects the rogue DHCP server so you can identify if this is the problem by looking at the event log.

Thanks guys, the server was not authorized, but how could that happen?  Just a few hours ago, it was working fine.  What would cause it to deauthorize?
