use net time on non domain clients

How to use net time command if clients are not logged in the domain?  My server has windows 2003 ent R2. "System Error 5 has occurred. Access is denied"  is returned if i try to synchronize with the server  using net time \\server /set /y  .  This clients only connects for a few minutes to download files from a  server, if we try to download files without synchronize time sometimes clients do not connect to the server.

If you have DHCP you can set option 042 NTP Time servers to be your DC.  

You might be able to use the "Run As" on the command prompt and authenticate as a domain user then run the net time command.

what happens when you put the IP address instead of the servername in the below command.
net time \\server /set /y
same error : System Error 5 has occurred. Access is denied.
is possible to give permisions by gpo to run the command net time to non domain users?
GPO applies for only domain users.
You need to look into the local sucurity policy or LOcal GPO on each workstation.
We can create script and added it the startup scripts under the Local GPO
