MUI.exe not working

Hi, experts. I have a bunch of laptops friends have shipped to me, and we're giving them to some kids down here in Mexico.  A number of the laptops have XP pro, and I've installed mui.exe on them. But although I chose Spanish as the language when I did the setup, the laptops still aren't showing Spanish. Any thoughts? Thanks.

What Service Pack you have installed? I would suggest to get SP3 installed over this XP Pro, and then you try out. There are certain updates which get released through the SP's regularly.

OK, I downloaded and installed those, plus two updates that were on the CD I have. My expectation would be that once everything is installed and I've rebooted, everything such as my computer, and the control panel, would be in Spanish. Am I expecting something that won't happen?

Or should I reinstall the MUI after I've installed the updates? Thanks!

Ohh I see...Microsoft has Work Instruction on this.

Have you set the language from Control Panel as Spanish? Refer the link above. Try it and confirm.
