Can not add databases to Recovery Storage Group on new passive node

We are looking to add our Exchange 2003 cluster to our new backup system.  Doing so required establishing a Recovery Storage Group on one the nodes.  We didn't have free space available on any of the available nodes so we rolled out a new passive node specifically for the purpose of housing the RSG.  The new node has been added to the the active Administrative Group and the RSG has been created seemingly with no problems.  However, when I try to use the "Add database to recover..." function for the RSG, none of our existing storage group databases appear in the list.   I've tested this function on the Active node and the expected databases are all present.  

Do RSGs have to be hosted on the active node to have access to the databases.  

Can anything be done to make the databases appear on the new node?

So this is a new standalone server ... with RSG created ... and when you try to add database you dont get any information ... can you share a screenshot ?

This is a new node added to the cluster that was made specifically to house the RSG.  The node has been added to the production administrative group and is on the same AD domain.  Unfortunately, I can't post a screen cap.

As far as I understand the RSG is only accessible on the Active node as that is where the Exchange Virtual server is currently active.

Same problem in E2k7 CCR, where RSG does not replicate and only accessible on the node where it was created when that node is active.

The end solution was a version discrepancy between the exchange installations. I apologize for the delay in getting a response here. The problem was determined to be different than any of the responses were, so no points were awarded.
