Apparent Windows Explorer issue

Am running Vista 64, on reboot it takes 15 - 20 minutes to load the desktop icons and to be usable.  During this time the only process that shows is explorer.exe at about 25 - 30 % CPU usage.  I have uninstalled norton, reinstalled norton, have done selective startup, did scan disk yesterday (took a total of about 14 hours), have removed driver for disconnected network printer, and probably about 20 other things.

Not sure where to go, I am relatively novice at windows stuff, just need to use the computer.

Once the 15 - 20 minutes go by and it finishes it's reboot, everything seems to work great.

check to make sure nothing like Windows defender is running a scan on boot or anything else as far as that goes. do a start>run>msconfig to view the startup items & disable all them to see if one of them is the culprit. It could laos be malware or a virus. You can do a free virus scan at http://housecall.trendmicro.com/uk/index.html
