Permission on external contacts in exchange server

I created external contacts in AD. I want only certain users to be able to look at this contacts. In properties/Exchange Genearl, there are options for restricting sending emails to these contacts, but now permissions to view these contacts. These contacts will have their personal cell phone numbers, so the contacts should be viewed only to selected users. The other problem is also some of users use only OWA.

    Look for soem users you can play with creating New address list for these contacts. But this is gonna big a hectic and long run i guess :)
