Wrong format for Outlook outgoing message

Running Outlook 2007 Professional on a Windows XP SP-3 machine, I am having a mysterious issue when I reply to certain messages.   The reply is formatted as plain text, even though the incoming message was formatted in HTML, and the default setting for composing messages is HTML.  This appears to happen only with messages which originate with a web-based form.  However, if I reply to these messages on other computers, the reply is in HTML.  I have not configured any contacts for plain text-only replies.  How can I correct this?

Thank you for that link.  Could you please specify which setting you are referring to?  The incoming message is in HTML, and Outlook is configured to compose messages in HTML.  What other setting is involved, please?

It should says something to the effect of "Always send replies as ________" and have a drop-down box to select HTML, Text-only, and RTF.

I do not have a computer with Outlook here, but can check tomorrow if you still need.

Dear S_K_S:  I checked all of those links, and I don't think they led to a solution.  Outlook replies to messages in the same format as they were composed.  The messages with which I am having difficulty are composed in HTML, but the reply is in plain text.  I have configured Outlook to compose messages in HTML.  It appears there is some glitch, but I haven't identified it.

Dear btpringle: If you can find an "Always reply with HTML" setting in Outlook 2007, I'll be surprised.  Please let me know.

Apparently that feature was added in 2010.  For Outlook 2007, you can try this program, which adds that functionality.
