How do you take care of the VSIZE function of ORACLE
in postgresql?

as postgresql doesn't have such a function, you would need to develop your own function, eventually.
the question now is what scope of the vsize function do you need?

I  would like to find out the size of either each row, or each column.

well, I searched the docs up and down, and could not find something really concrete.
the main issue is that for string data types, you need to know if it would be single-byte characters, multi-byte characters or mixed even, for numerical data types you needed to know what exact data type it is, each data type occupies a different byte size.

so, writing a function yourself is out of question, so I fear the answer is here: not possible
