Highlight Multiple rows in Excel by Cell value, but only in groups and every other section

I have a spreadsheet where I want to highlight rows based on the value in column A.  The issue is my client wants each section highlighted by group and every other section to make it easier to read.

Is this possible?

I can read VBA or whatever....

To clarify each auth # in column A, I want each like auth # to highlight the entire row (like auth #'s = 1 group) , but alternating every other group.

You can use VBA for this, but it's also possible with conditional formatting and an added 'helper' column to identify the groups - see attached.  The new column A just sets a sequence number on each group, then to define the  conditional formatting, select the entire rows you want to apply it to, add a new rule based on a formula, and enter the formula
=MOD($A2,2)=0
