2008 r2 server time changes at startup

I have a 2008 R2 DC.  

The time was off by 6 hours.  I change it and reboot and it reverts back to the 6 hours ago time.

I have checked BIOS settings and they are spot on.

Still I change the time and reboot and it rolls back 6 hours again.

Where to look??

    Is this the PDC emulator in the forest root domain or another DC.
