Personally i wouldn't change the Display Language especially on a server.
In case of an error 99% of googling  works with the english descriptions.
I am from Greece and i have a really hard time translating an error from Greek to English and looking for solutions

@Omarkhail The links have to do with Locales & Regional Settings not the UI of the OS thus I don't believe this answers to the initial question as I understand it!

Actually i want Japanese Display language (Microsoft Windows Japanese Interface Pack) for Citrix server.

On my THIS machine i have installed Citrix server and when my clients access Citrix web URL and click Windows Explorer (Which i have published there) can not see Japanese language.

You are right actually Volume Licence is needed to install MUI.
I have Volume Licence CD but it is not coming in Volume Licence CD. One need to purchase DVD with complete MUI version.

This is exactly what I described and included in my initial comment giving you the corresponding link to Microsoft's related web site. Thus I believe that my reply answers to your initial question and must be accepted as the correct one!

@djStraTTos : Is right Pirated software is not recommended. one has to purchase Windows 2003 EE MUI DVD with complete version in which MUI should be included to install MUI.
