Personally i wouldn't change the Display Language especially on a server.
In case of an error 99% of googling  works with the english descriptions.
I am from Greece and i have a really hard time translating an error from Greek to English and looking for solutions

In the link above you will find this section which refers to 2003 as well:

How can I acquire Windows MUI?
The Windows XP/2000 MUI is sold only through Volume Licensing programs such as the Microsoft Open License Program (MOLP/Open), Select, and Enterprise agreement (or with a new computer as an OEM version at customer request). It is not available through retail channels.

I believe you need to call Microsoft in your country and ask guidance. The MUI packages are not a free download.

@Omarkhail The links have to do with Locales & Regional Settings not the UI of the OS thus I don't believe this answers to the initial question as I understand it!

You are referring to pirated software which is not allowed in this forum.
The proper resolution would be to purchase and install the official corresponding MUI as I proposed.

You are right actually Volume Licence is needed to install MUI.
I have Volume Licence CD but it is not coming in Volume Licence CD. One need to purchase DVD with complete MUI version.

This is exactly what I described and included in my initial comment giving you the corresponding link to Microsoft's related web site. Thus I believe that my reply answers to your initial question and must be accepted as the correct one!

Dear Moderator,

@djStraTTos : Is right Pirated software is not recommended. one has to purchase Windows 2003 EE MUI DVD with complete version in which MUI should be included to install MUI.

Netsol-NOS requested that this question be closed by accepting two points.
