why do you want to use vpn?
do you want to use it for a site-to-site tunnel or a mobile worker to connect to your office?

If you want to set it up on the server itself, have a look at: http://technet.microsoft.com/en-en/library/cc725734(v=ws.10).aspx

Depending on the router/firewall you have (and its capabilities) you could also consider setting it up there.

what are those roaming users going to do? if they log in to a terminal server or use remote app you dont need to reserve that much bandwith, but if they need to transfer files you need  bandwith.

do you allready have equipment for vpn?

Our roaming users main requirement is our mail. Right now there r using OWA, but if they want to see their shared folders they can't.
So I want to implement VPN for them, regarding equipment I have isa server only.

then i think you have everything you need to create a vpn connection for your roaming users. no need to setup exotic configurations. keep it simple.
