Why am I getting a FRM-40743 error?

I am getting an FRM-40743 error on a form with one block. The block is based on a table that has no primary key.

In the block for the database settings I have:
Insert Allowed: No
Update Allowed: Yes
Locking Mode: Automatic
Delete Allowed: No
Key Mode: Automatic

In the Advanced Database settings I have:
DML Data Target Type: None

The block DOES have a base table so why am I getting the error?

    I would change this
    DML Data Target Type: None
    DML Data Target Type: Table
