Java: Derby: create new db fails, why?

Hello Experts,

I am trying to connect to Derby, but when the wizard fails to create db... no sure why... below are the steps I took to create new profile:

1. Data Source Explorer -> right click new
2. under connection profile, selected Derby, next
3. Under driver, Derby Embedded JDBC Driver, made sure the derby.jar had the right path, and properties were pointing to an empty directory
4. Selected: create new db, save password....

then, I get error below:
Could not connect to siplog.
Error creating SQL Model Connection connection to siplog. (Error: Failed to create database 'C:\JAVA\siplog', see the next exception for details.)
Failed to create database 'C:\JAVA\siplog', see the next exception for details.
Error creating JDBC Connection connection to siplog. (Error: Failed to create database 'C:\JAVA\siplog', see the next exception for details.)
Failed to create database 'C:\JAVA\siplog', see the next exception for details.

Any ideas what I should check?

Do you have permissions to write to that directory?
