sql server at developement perspective

Hello,
I am looking at a class to take near me on sql server.
The descripton says something like 'SQL server taught at a developement perspective - not at a DA perspective'.
Can someone explain to me what that means?

probably 'NOT a DBA perspective' , they would have misspelled it
