How to remote power shutdown/reset servers with iLO 2/3 (HP DL360 G6/G7) from command line?

I have server under remote monitoring and I want to reset it remotely from Windows command line even if OS fail.

System from I want to reset server remotely not a HP server.

    there is a dos commanc "shutdown" - however if you want to reboot it even if the OS fails then you are stuck.

    I have seen some UPSs with a LAN interface that you may be able to remotely connect to and then restart the power.

    I can access iLO over HTTP, but I need to reset server power from script.

    Step 1 - HP Lights-Out Configuration Utility (CPQLOCFG.EXE)

    Step 2 - HP Lights-Out XML Scripting Sample for Windows

    Example for reset server power:
    cpqlocfg -s -f Reset_Server.xml -u username -p password

    Reset_Server.xml - from step 2
