What conditions create the User Does Not Exist email bounce message

When we send email to a non existent user we get a Relay Not Permitted message as opposed to User Does Not exist message. What conditions must exist to have that particular message sent back to a sender. Ideally I would like the system to return User does Not exist as opposed to anything other message?

    Are you trying to send emails to a Non-existing user internally or externally ?
    Ideally if user does not exist in remote domain we will get the "User does not exist" :) ..... internally

    This question has become irrelevant and no longer needs answering. The management in question have changed their direction and as such, it no longer matters....thanks anyway.
