I have bought pages for my ipad and my mac (os x mountian lion) and after saving a doc to icloud on my mac I am not seeing it on my ipad... any ideas on how to open it? Both devices use the same mac account.

How did you save it to icloud? Because you need to upload it self to icloud.com, and download it from there on your iPad. If you want to work from it again on your mac, you need to upload it again to icloud.com and download it on your mac. Otherwise you won't see and can't see the pages document.

Pages on the mac has a save button that defaults to icloud as the place to save. When I try to open it on my mac I can see it in my icloud saved there. I do not see anything on my ipad.

Have you enabled icloud in pages? If no, you can do it with following steps. Of you think it's enabled also take a look if you did it correctly.

Set up Pages to use iCloud:

To use iCloud, you must sign in with your Apple ID in the Settings app, and make sure iCloud is turned on in Pages.Tap Settings on your Home screen, and then tap iCloud.Sign in using your Apple ID, or request a new Apple ID and then sign in.In the list of iCloud services, make sure that Documents & Data is turned on.If it’s not, tap Documents & Data, and then slide the switch to ON.Scroll down to Apps on the left side of the Settings window, and tap Pages.Slide “Use iCloud” to ON.When iCloud is turned off in Pages on this device, edits you make or new documents that you create aren’t saved to iCloud, and new or changed documents from other devices or from your computer aren’t available in Pages on this device.

All of the acct info is correct and it is enabled... I created a doc on the ipad this time and it looks like it's stuck uploading it... I shows up on the mac at least... however it is transparent and cannot be edited...

Well I guess, Apple has you. Read through following apple kb:
http://support.apple.com/kb/HT4942

You need to upload it directly to iCloud. Verify when you 'save' it to iCloud on your Mac that when you go to the iCloud browser the document is there. On your iPad you need to download it from iCloud.com
