but I got this error message after run

You can't peform this operation on default global address list "Default Global Address List".

Nope.

I have tried the step you've mention for
Update-GlobalAddressList -Identity Default Global Address List -DomainController

I got error message

Update-GlobalAddressList : Missing an argument for parameter 'DomainController'. Specify a parameter of type 'Syst
ject' and try again.

How can I tell if the process is update complete?

I've tried to create new address list in Exchange 2010, I've got error message
You can't specify the recipient container because legacy servers are detected.

I skip the GAL update due to error message and continue upgrade email address policy, all successful.  Can I just uninstall Exchange 2003?
