Unable to use site template

A design company we have used have given me a wsp which I have uploaded to the solution gallery (test area) and activated. They are brand new to SP so quickly had to learn on the fly in order to deliver.
 
When I try to create a new site off the top level site - http://server/newsite I get "an error has occured" and it fails.
 
I went through the ULS log and found that it required 5 features to be activated. I activated these 5 "hidden" features using stsadm -o activatefeature and they all claimed success.
 
Now when I try to create the site I get these messages/errors in the log.
 
Applying template "BLANKINTERNET#0" to web at URL http://xxxxx/xxxx.
 Preparing 9 features for activation
 

Failed to add data to list 'Master Page Gallery' in site http://xxxxx/xxxx: Microsoft.SharePoint.SPException: You cannot change moderation status and set other item properties
  at that same time.
 
Get a few of these (above)
 The later: Feature Activation: Feature 'xxxxxListInstances' (ID: '387a1ba1-b45f-4744-b0a0-e5c0ade30722') was activated at URL http://xxxx/xxxx.

From the above errors I can't tell whether the problem is with our environment or with the template and/or content

Hi,
could you please give us a little bit more information?
- Do you create a Site Collection or a site?
- What are the hidden features?

I think it is a combination of all:
- Not the same version / edition
- Wrong order of feature activation / improper feature stapling

Could you verify that you have the same
- version and
- edition
of SharePoint running (as the design company used for development)?

Could you verify that the design company / solution does not overwrite existing SharePoint files but only create new ones?

Hi Rainer,
Details are sketchy as the design company had never used SP before but had to get up to speed in order to complete this project so asking them about features isn't going to get much more info than I already have, but I got this from them...

This is what they tell me
"I used the “ just the essentials publishing “ master page from here, http://blog.sharepointexperience.com/2011/09/09/just-the-essentials-sharepoint-master-pages/, as it gives the bare essentials.  

All the placeholders I didn’t use have been placed at the bottom of the page in a hidden content panel.

Installed /developed on sharepoint server 2010 standalone  using  http://www.microsoft.com/en-us/download/details.aspx?id=23415,  originally had installed foundation but it doesn’t have the publishing features required for a public facing website so had to swap."

Back to me.....
The features I had to activate to get past the errors were ones I had not heard of and didn't (but should have) taken enough notice of the names, I do know that one was called digital signing workflow... but this site has no such functionality.

I tried to use the template by creating a site as a sub site of an existing top level site (team)

I can't verify it overwrites anything .
I haven't seen the version of SP they used but the server I am trying to install it on is SP Enterprise (prior to service pack 1 - is on the todo list!)

This time I created a new site collection and tried to apply the custom template.
I get "unexpected error" but ULS tells me:
Failed to apply template "BLANKINTERNET#0" to web at URL "http://xxx/sites/xxx

When I try again I get told that  A site template has already been applied to this site. Once a template has been applied, the site must be deleted and recreated in order to apply a different template.

If I try to visit the site I get a 404

Hi QPR,
thanks for the info.
The existing site template "BLANKINTERNET#0" is the standard publishing site template which has workflows enabled.
All the necessary features are normally activated in a way called feature stapling hence there might be a lot of hidden features being activated when you activate only one feature from the UI (or through the site definition).
The easiest way (as far as I can see from remote without having the solution) is, to create a new publishing site based on "BLANKINTERNET#0" and then compare the activated features either through a powershell script or SharePoint Manager 2010 (spm.codeplex.com). This should perhaps give you the opportunity to get the first site working via activating missing features.
To verify if something has been replaced, just rename the solution file to .cab and extract the content to a temporay folder. If you now see folders / templates having OOTB names then the probability is high that OOTB files have been overwritten.

Question: in your second try you did not delete the site beforehand? (leading to the error message ...has been applied...).
And the 404 is "correct" if the site could not be created successfully hence stopping in the middle of creating all the files / content.

I have renamed the wsp to cab and can see all the files with winzip. Is there anything I can look for in here that might throw up some clues?

oops just saw your post regarding unzipping the wsp.
But I'm not 100% sure what to look for - I am new to branding and the 14 hive contents. My experience is more in the admin side

I cannot delete the site collection I tried to create, I get a 404 and it does not appear in the site collections list! However I can go to to it's _layouts/settings.aspx

I also have sharepoint manager

- settings. aspx
- SPM
works?

I can delete the site if I go to _layouts/settings.aspx

When I try to recreate with the custom template the main error in uls appears to be:

I have Sharepoint Manager open and can see the site collection, but am not sure what to be looking for.
I can also edit the parts of the wsp file that need editing once I know where and what to edit.
I'm able to create a new site collection using the OOTB publishing portal template, so the problem appears isolated to this template.

Well it seems that saving a publishing site as a template is not only unsupported it plain doesn't work. I created a new site collection based on the publishing template and got the design company to export the site as a cmp which I then imported using powershell and all works perfectly
