What are the %fs and %gs registers?

In x64-bit assembly, what are the %fs and %gs registers?

For example:
mov    %fs:0x28,%rax

According to this page, they are "segment registers". Here they are mentioned as "extra" and possibly used for special instructions.

Do you understand what that instruction might be doing?

Unfortunately assembly is not my forte. I would hold out for someone more versed in that area. Sorry  : \
