What are the %fs and %gs registers?

In x64-bit assembly, what are the %fs and %gs registers?

For example:
mov    %fs:0x28,%rax

    According to this page, they are "segment registers". Here they are mentioned as "extra" and possibly used for special instructions.

    Do you understand what that instruction might be doing?
    I suppose that was my ultimate question, but not what I asked so I owe you some points :-)
