Where can I get Windows Module Installer

I'm rebuilding a computer using XP and I'm almost done, but I've got to get the .net platform in place, but I can't run the .exe file because I'm apparently lacking a Windows Module Installer.

I've looked for a download, but haven't found anything other than articles and other things that make it sound like it should be part of the Operating System.

Where do I go to get this?

Do you mean MSI Installer ? If so, just download it from
http://support.microsoft.com/kb/893803

and install manually, or visit Microsoft Updates web page and install all updates
http://update.microsoft.com
