The role of Information Security in smaller companies

Anyone out there in a infosec role for a NON-health care/financial company with less than 500 employees?  

Have you been successful in getting an Information Security policy to have a Top-Down approach?  and to clarify, I'm defining Infosec policy as having administrative, technical, and physical controls.  

What were the challenges and how did you overcome them?
