Is there an easy way to build an e-learning site in Sharepoint

I am looking to build a simple site where the user is given instructions of how to use a software program with illustrations and links and for each step the user should answer some questions and be guided to the next step.

I think I can use surveys to capture user input and simply make a page for each learning step, with some hardcoded links to navigate from page to page.

Is there a way to open the modal-window to answer a survey without programming? (Same as clicking "respond to this survey")

Nope, custom modal-windows require the use of the client object model and JavaScript.

If you are using SharePoint 2010 I would recommend installing Productivity Hub onto your server, its a great tool for a knowledge base and comes with a lot of information on using Microsoft products by default. I'm sure you could easily modify it's contents to suit your needs. Just Google "Productivity Hub" and you should be able to easily find the most recent update from Microsoft, who developes Productivity Hub.
