I am able to view calendars for other departments in my building.  Is it possible to get a notification when someone adds to the calendar or edits items already in the calendar?

There is no such setting in any version of OL or Exchange.

Depends on if the Department calednars are actual AD accounts with Exchange Mail or if they are simply calendars in public folders

If they are calendars in public folders, obvioulsy its going to be a bit tricky

However, if these calednars actaully have an actual AD Account just like a real user
You can get an Exchange Admin to log on as the Department
    Open OUtlook
    Go into delegate settings
Add you as a delegate, and selects the option Delegates Recive copies of meeting related messages sent to me

Then anytime anyone invites the calendar/department or send an update you will get a notification

The only time this will not happen is if someone has full access to the calendar, and they manually open the calendar and directly modify/update the calendar
