click any link in Outlook and I get an "operation restriction" message

What should I look into to resolve this? I did not change any settings, but did an update to Adobe Flash and then noticed Outlook started doing this when I click any link in any email-

"Microsoft Office Outlook-

This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator"

My OS is WinPro7 and Outlook 2007 uses a .ost file.

I am using Outlook 2010 with the newest version of Adobe Flash (this morning August 28). I am not seeing any issues.

Go into Outlook 2007, Trust Center and look through the attachment handling options and any other options that control links such as download handling. I have turned most of these off, but I screen my email before it gets into Outlook.
