No network connections on laptop

I have a client's Dell XPS L501. It cannot connect to the web via Ethernet connection or wireless.
I get the error "Windows can't communicate with the device or resource (primary DNS server).
What I have done:
I uninstalled both devices from device manager and their drivers and had Windows reinstall.
I ran the netsh int ip reset c:\resetlog.txt command from DOS box to reset TCP/IP stack.
I've stared at it intently for many minutes to see if I could fix it through sheer force of will.
Naturally, none of it has worked and I seek guidance to find a resolution.
