Remote Desktop Connection

I have a 2008 server that is runing remote desktop manger. I have 23 computers on our network. All of them but 1 is able to use remote desktop connection.  This is the error that I get on the computer.

 The remote computer disconnected the session because an error in the licensing protocol

This is listed for Windows Server 2003, but you may want to take a look if you have appropriate CALs to cover 23 devices or users.
