Help creating a Wordpress blog

I have been tasked with creating a collaborative blog/forum type web application that will allow users on a project to post topics and respond to them either through a web interface or most importantly, by email.  Meaning that users would get emails of posts and then by simply replying, via email, their response would be logged on the blog so all users could read it.

Is this something that could be created for free on wordpress?  I really do not know much about wordpress or blogging...but have used forums in the past (i.e. VBulletin types..)

Like I mentioned, the crucial aspect is that 'subscribed' users would get email of new postings and can contribute to the post by replying to that same email...and then all of the email replies can be viewed on the web page.

Not so do-able with self-hosted WordPress.

Yes and no.  Self-hosted WordPress does not have support for replying to comments via email but you could enable it if you did not use the built-in commenting system and instead used IntenseDebate for comments: http://intensedebate.com/features

The problem with IntenseDebate is that it sort of hijacks the comment system and some users find it to be a real pain to configure and deal with.  But it will provide the features you want at the right cost (free).

If, for whatever reason, you don't need the flexibility of self-hosted WordPress then I suggest you look at WordPress.com (hosted/managed).  I know that replying by email is enabled on wordpress.com but what I don't know is if it is part of the basic, free package or if you have to upgrade to one of the paid plans to get it.
