Need Free script or utility to convert CSV file format to X9.37 (ICL File)

Background:  Currently have CSV files which are required to be in X9.37 ICL format.  

There are companies such as allmypapers.com that for a fee will perform the request conversion.  However, I wanted to check with the Experts first to see if there is a free script or utility that will perform the request file format conversion from CSV to X9.37.  Thank you.

It's been awhile since I've worked with this format, but I'm unaware of any free utilities.  There are applications that can be licensed as an alternative to a fee-based service.


Seems to be fairly reasonably priced given the exacting standards of the X9.37 format.

What application are you generating the CSV files from?  Are you confident that they contain all the required information for X9.37?  I ask because you may be able to get some assistance from the application vendor.

I apologize for the delayed response but the recommended site was reviewed and appears to be a viable option.  The client in question has decided to have a customized solution developed due to other requirements as well.  Thank you very much for your reply as it should at least prove useful to someone else with a similar request.
