Error When Linking Pipe Delimited Text Files in MS Access Using a Schema.ini

I have attached an mdb, schema, text files that I am attempting to link. Unfortunately it produces an error similar to the one described at the link below (Run-time error '3625').

http://support.microsoft.com/default.aspx?scid=kb;en-us;241477

Does anyone know why this is not working as described in the link below?

Sub LinkSchema()
   Dim db As DAO.Database, tbl As DAO.TableDef
   Set db = CurrentDb()
   Set tbl = db.CreateTableDef("Linked_Test_1")

   tbl.Connect = "Text;DATABASE=C:\EE_Example\;TABLE=Test_1"
   tbl.SourceTableName = "Test_1.TXT"
   db.TableDefs.Append tbl
   db.TableDefs.Refresh
End Sub

Great solution to your own question. I will upload a sample db later if I have time for anyone with the same issue.
