This clearly states the problem in your event id. It seems that your PDC Role owner has a different set of time.

Here are few questions and thoughts.

=> Are we working on a VM Environment, if yes - please remove dependancy of time-check with VM Host.
=> What is the time on your PDC compared to Exchange?
(You can check which DC is your PDC Role Owner by running cmdlet netdom query FSMO)
=> Run the cmdlet netstop win32time && net start win32time, now try starting IS Service.
=> As a work around, manually set the time in-sync with your PDC Role Owner (DC) and try to start IS Service.
