How to lock a footer in a fixed position on the page

How to lock a footer in a fixed position on the page?  I need the footer to show up in a spefic space on the page dispite the amount of information in the previous section.

    Use CSS and DIV

    #bottom_bar {
        background: url("../img/footer_bg.png") repeat-x scroll center bottom #0C0C0C;
        bottom: 0;
        height: 30px;
        left: 0;
        position: fixed;
        width: 100%;
        z-index: 1000;
