File failed to download

I created a new Windows Server 2008 R2 instance on Amazon EC2 and connected to it successfully via RDC. I need to download and install a .msi file. However, any attempt to download the msi or the installer for another browser (I tried installing chrome) fails nearly immediately with a generic "file failed to download" message in the download tracker. The browse is using a slightly modified version of the default security settings. I disabled the "protected mode" setting for all zones.

    Get a decent FTP client that gives detailed error messages and automatically retries on failure where it left off.

    I use the freebie FileZilla ftp client.
