Public Folder - Conflict Messages

We are on Microsoft Exchange 2010.  Two users have access to a public folder, and we get conflict messages periodically.

I found this article:

http://support.microsoft.com/kb/980047

But later found that the utility PFDAVAdmin does not work on Exchange 2010.  It opens, but fails to connect.  Also, the bottom of the article lacks reference to Exchange 2010.

Anyone know the shell command or registry entry that may work?  We'd like to set it to Last Writer will Win Conflict.

Thank you,

-Gene

I have tried these steps, but I was unsuccessful in stopping the messages:
For Exchange server 2010:

 HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\

MSExchangeIS\<ServerName>\Public- <GUID>

Value Name: Replication Folder Design Conflict Disable

Data Type: REG_DWORD

Value: 1

Restart the MsExchange information store service.
